Information about biofuels and bioenergy in The Philippines.
- The Philippines currently produces biodiesel from coconut oil and is expanding jatropha production. Ethanol feedstocks used or being considered include sugarcane, corn, cassava, and nipa.
- The Philippines produces 14,500 barrels per day of oil and imports 340,000 bpd.
- Mandatory policies are under consideration for biofuel blends for both gasoline and diesel fuel.

Policy/Issues
- The Philippine Energy Plan. The President's Energy Plan aims to make the country 60% energy independent by 2010. Promotion of alternative fuels, including biodiesel and bioethanol, is one of the five components of the plan.
- The Biofuel Act of 2006
- Mandates a minimum 1% biodiesel blend into all diesel engine fuels, which increases to 2% after two years.
- Mandates a minimum 5% bioethanol blend into all gasoline fuel distributed and sold in the country within two years, going up to 10% after 4 years. (source: Philippine DOE)
- Philippine DOE Coco-Biodiesel Program - This is the first large-scale program making biodiesel out of coconut oil.
- The Government has just announced a 1 billion peso investment in biodiesel production, primarily from jatropha.
- Funds will come half from the Philippino National Oil Company-Alternative Development Corporation(PNOC-ADC) and half from National Development Company
- Investments will go into land for marginalized landless farmers who are supposed to benefit from the opportunity to grow biodiesel feedstocks including sugar cane, cassava, maize, soybeans and jatropha.
- PNOC-AFC is planning:
- An initial 700,000 hectares of jatropha production
- A 1 million ton (50,000 BPD) biodiesel refinery
- A fuel refinery with a capacity of 50,000 barrels per day from low-rank coal and
- a biofuel central terminal facility (BCTF).
- Most of the planned biofuel plantations will be located in Mindanao, the country's poorest province, where refineries with a capacity of 60,000 to 240,000 tonnes will be built at the center of growing areas with a hectarage of 30,000 to 120,000 hectares respectively.

- Sweet super sorghum - yield data for the ICRISAT hybrid 21 February 2007 from Biopact. The International Crops Research Institute for the Semi-Arid tropics (ICRISAT) released the yield data for its drought-resistant sweet sorghum hybrid called SSH 104 from trials in the Philippines.
- ICRISAT harnesses ethanol from drought tolerant sweet sorghum 25 January 2007 from Biopact. "The International Crops Research Institute for the Semi-Arid Tropics (ICRISAT), presented its first batch of ethanol made from sweet sorghum as an alternative source of biofuel to Philippine President."
- Betting fortunes in the Philippines on biofuel boom 4 December 2006 from the Philippine Daily Inquirer. Chemrez Technologies Inc. is hoping that demand for alternative fuel, especially biodiesel, will grow rapidly in coming years. The company recently shifted its focus from producing industrial chemicals to the production of biodiesel with coconut oil as its main raw material. Although coconut oil is the second most expensive type of additive at about $617 per metric ton on the world market, just slightly lower than rapeseed oil's $669/MT and substantially more than the cheapest type, palm oil, at only $442/MT, it can increase fuel efficiency by "anywhere from 5 percent to 25 percent". The coconut oil additive in the diesel fuel helps it burn faster, more efficiently, and at lower temperatures, making fuel combustion easier. The company hopes that cost-saving from increased mileage will offset the higher prices.
- Philippines Conference Committee OKS Biofuels Act 24 November, 2006 from the Philippine Daily Inquirer. A congressional bicameral conference committee yesterday approved the proposed Biofuels Act of 2006 which requires the use of clean alternative fuels. The bill will now be sent to President Gloria Macapagal-Arroyo for her signature. Within two years from the effectivity of the law, gasoline fuel should contain at least 5 percent bioethanol, which would be increased to 10 percent four years after the law is passed. A minimum of 1 percent biodiesel would be blended into all diesel engine fuels, which would increase to 2% after two years.
- Philippine's biofuels project gets P$1 billion funding 9 November 2006 from the Manila Standard. "A P1-billion fund has been earmarked for the development of the biofuel industry, using jatropha (tubang bakod) as a fuel source. The Philippine National Oil Company Petrochemicals Corp. and the National Development Co. will each contribute P500 million to the project"

- They are planning a bagasse fueled cogeneration plant.
- They are also "eyeing Samsung Corporation of Korea as strategic partner in the establishment of an integrated jatropha plantation and biofuel refinery plant in the country".
- The Company estimates the 120,000-hectare jatropha plantation at P6 billion and the 200,000-metric ton biofuel refinery at P2.23 billion.
