Nongovernmental organizations (NGOs) are involved in bioenergy in various ways, including variously promoting or opposing the development of various bioenergy applications and policies.
NGO statements or positions relevant to bioenergy include:
- Open letter to all members of the Convention on Biological Diversity (CBD) Subsidiary Body on Scientific, Technical and Technological Advice (SBSTTA) (February 2008), by the World Rainforest Movement, which opposed genetically engineering trees, including to make certain trees more suited to the production of cellulosic ethanol. The statement read in part:
- "research is being carried out to develop eucalyptus trees with a higher cellulose content for the production of cellulose for paper and for the production of ethanol. This would mean reducing the amount of lignin, the component that provides trees with structural strength, thus making them more susceptible to suffering -- as well as causing -- serious damage during wind storms."[1]

- World Bioenergy Association (WBA) - "WBA was formed in 2008 in an effort to provide the wide range of actors in the bioenergy sector a global organisation to support them in their endeavours." [2]

Kenya
- Green Africa Foundation - This NGO has been licensed by the Kenyan Government to provide technical support for a jatropha biodiesel project.[3]
Mali
- Mali Folke Center - A Malian NGO which represents the Danish Folkecenter for Renewable Energy and creates village level projects using jatropha for local bioenergy.
South Africa
- Southern African Biofuels Association - "The Southern African Biofuels Association (SABA), as a non-profit organization, aims to facilitate the establishment of a viable biofuels industry in Southern Africa."[4]
Tanzania
- Pamoja is a Vermont (US) and Tanzania based non-profit organization. The ProTREE project team is working with non-edible plant oils as a liquid fuel alternative. Their current focus is the oil extracted from the nuts of the Jatropha curcas or Physic Nut plant.
Asia
India
- Bharatiya Agro Industries Foundation (BAIF) Development Research Foundation - Rural development organization that is doing studies on the economic viability of jatropha cultivation for biofuel.
- Centre for Indian Bamboo Resource & Technology (CIBART) - "dedicated to the development of the Indian bamboo sector"; engaged in "project development and implementation, technical consultancy and turnkey services on all aspects of bamboo, working in partnership with rural people." [5]
- ICRISAT - conducts research into dryland crops, including those that can serve as feedstocks for biofuels.
- The Petroleum Conservation Research Association National Biofuel Center Website includes state by state details of biofuels plantations and projects in India.

- European Biomass Association (AEBIOM) - "A non governmental organization with both national biomass associations and companies as members, promoting the use of bioenergy in the EU in general and especially towards the EU Commission and EU Parliament"
- European Biomass Industry Association - "A non governmental organization promoting the use of bioenergy in the EU and worldwide"
- Ghent Bioenergy Valley - "A Public Private Partnership aiming to support the development of sustainable bio-energy activities and resulting economic growth in the region of Ghent"

- Association of German Biofuel Industry Lobbying organization to protect the interests of German biodiesel producers on a national and European level.
- Heinrich-Böll-Foundation A legally independent political organization affiliated with the green party. The foundation works to support political education in Germany and abroad.
- IFE Institut für Energie und Umweltforschung Independent center for environmental research.
United Kingdom
- Biofuelwatch - Works "to ensure that only sustainably-sourced biofuels can be sold in the European Union."[6]
- Practical Action - A charity, which "works with poor communities to develop appropriate technologies in... agroprocessing, energy,.. and transport"[7], including [biogas] projects.

- Regional: Azucar Etico - An NGO on social and communitarian issues on sugarcane area (in Portuguese, Spanish, French and English)
Haiti
- The CHIBAS Foundation - A non-profit organization working to develop and promote the use of multipurpose crops contributing to food and energy security in Haiti and the neighboring Dominican Republic. The foundation runs a Biofuel Technical & Knowledge Center working on Sweet sorghum and Jatropha curcas (website in English, French and Spanish).
