The proposed land rights principles are very good, but what is needed are more wasy to ensure they are implemented adn there are penalties for any coercions or violations. I suggest:

Appropriate mechanisms shall be developed and put in place by the government department supervising biofuels development so that people objecting or disputing the takeover lands from affected communities can be assisted by an ombudsman in their challenges.

Government agencies supervising biofuels development should have in place a program with appropriate penalties (financial, and imprisonment, if necessary, for biofuels developers who do not comply with the principles.
