3. Biofuels shall contribute to climate change mitigation by significantly reducing GHG emissions as compared to fossil fuels.

The determination of the extent to which production of a particular biofuel crop decreases the overall release of greenhouse gases MUST include calculations of inputs such as greenhouse gas releases from fossil-fuel based fertilizers, soil disruption, transportation to facilities, and energy to process the feedstock.
